Brest-Bretagne urban planning agency (ADEUPa) is an association of 23 local authorities and public bodies from Western Brittany. It is a platform for public cooperation in the field of local development.

Its missions are to document, analyse and develop forward looking strategies for urban and societal evolution by :
-    Collecting and analysing data and information about the local economic, social and ecological dynamics
-    Assisting its members in public planning and development policy making across of Western Brittany
-    Building cooperation between urban, suburban and rural governments

Its work programme is defined and decided on via an annual vote at a General Assembly. It specifies all the studies, observations and data processing that ADEUPa is responsible for carrying out and communicating to its administrators.

The majority of this work is available to the general public and most of the data are accessible on open data.
